Scales for certificated teachers and certificated women teachers (See appendix IV). After reaching the maximum of such scales,
n the recommendation of the School Principal and with the spe- cific approval of the Director of Education, promotion to the scales for Assistant Masters and Mistresses may be allowed for teachers of suitable ability and merit.
For the purpose of this section and section 11 "suitably trained" shall mean having successfully completed the full teachers' training course at the Northcote Training College or such other course of professional training in education as in the opinion of the Director of Education is at least its equivalent. In making appointments, however, School managers shall give preference to graduates of the Northcote Training College.

Physical Training Instructors. The salaries of suitably trained Physical Training Instructors may be approved for Grant purposes at the rates given in the scales approved o for such teachers in Government service. (See appendix V.) 14.
The employment of teachers who are not suitably qualified shall be on a purely temporary basis and shall be approved only when suitably qualified teachers are not available. No School, however, shall be compelled to engage a teacher to whom there is an objection on religious grounds.

Unqualified Non-European Teachers. The salaries of unqualified non-European teachers may be approved for Grant purposes at the rates given in the Government scales for uncert- ificated teachers (See appendix VI), except in special cases approved by the Director of Education.

Unqualified European Teachers. The salaries of locally engaged unqualified European teachers may with the approval of the Director of Education be approved for Grant purposes at the rates given for unqualified teachers in the Burnham Scales of August, 1945. (See appendix II)

Principals' Allowances. A Principal of a Grant School shall be entitled for Grant purposes to an allowance in addition to the normal salary allowed by these regulations. Such allowance for men shall be at the rate of $150 per month, for schools of less than 300 pupils and at $200 per month for the remainder, and at 80% of these amounts for women. Principals' Allowances shall be included as basic salary for all purposes and shall be payable to Acting Principals during any periods when Principals are on long leave approved under the conditions of Clause 25.
18.
The salary scales laid down in the preceding sections shall apply only to full-time teachers. The salaries of part-time teachers shall be approved for Grant purposes in proportion to their hours of employment.
